I started downloading the beta on my iPad Air. I turned the wifi off due to me leaving it and it showed it was still downloading (data and usage showed 400 MB done). So I decided to turn it off then back on and went to check if it stopped. It showed preparing update. I went into Data and Usage and showed it had downloaded 1.4 GB. What I'm wondering if it's safe to install the update or delete it and re download it

If it says it's done and ready to install then you are safe to press install.

It may have downloaded the entire installer. Which is exactly 1.4GB for iOS 9.
