ios 9 data roaming charges

Two consecutive months I have high roaming charges with data roaming always switched to off. It seems as if some data still gets through.

Never happened before with iOS 8.

Anybody else with similar problems?

Yes, I noticed something as well the other day. Only ~50 KB though.

Have you made any screenshots and submitted a bug report to Apple?

I have.

The roaming data counter still reads zero. So I don't think there's the problem with the switch, it's just that there's some background service, which transmits data regardless of the data roaming switch state.
