iOS app(not in Mac's store) in-app download Problem on Macbook M1

I installed an iOS dictionaries app (not in mac's App Store) via Apple configurator 2.
This app can load in-app downloads of every single dictionary data on iOS, but every single dictionary cannot be installed on Mac environment. I suggest this is the function difference between MacOS and iOS, which stop the data from installing.
Could any one help me solve this PROBLEM?
