I have an iPhone 6s without a SIM card beside my main phone 6s+. It syncs my iCloud photos. But contacts are not syncing to 6s. On iPad I haven't any syncing issues.

Can it be because 6s+ and iPad are on iOS public beta, but 6s is 9.2.1?

im not running beta, but with latest OS for both mac and iPhone, contacts syncing time has noticeably taken longer for the past few weeks. contacts syncing for me can now take up to an hour for it to happen.
 
I had a sync issue which took me a while to sort out, it turned out to be that some contacts were syncing with gmail instead of iCloud. I can't quite recall how that happened but once I sorted that out, it was a simple fix. It wasn't immediately obvious and I can't recall the exact details but maybe it's worth you checking this possibility out.
 
I still could not get it working. Finally reported a bug to Apple.
