IOS Inertial Scrolling (coasting) in Safari

What happened to Safari's inertial scrolling in IOS 8? The coasting works great still in settings and email but is broken in Safari. It is like running in water. It is the same on multiple iPhone 6s and iPads I've tried.

Scrolling has been that way in safari for as long as I can remember. It's not "broken". It's the way it is. That's one of the first things I fix once jailbroken.

Yeah, people sometimes think it was different (I made that mistake at one point too) but it's actually the same as it was for some time.

Opera Coast has the best scrolling and I keep coming back to it mainly for that reason.
