iPhone X iOS Locked - not able to unlock with Apple methods!

So I have a iPhone X, which my wife forgot the password and clicked 10 times and now it shows connect to iTunes.
I followed this,

And restored, updated, etc, but instead of the start up window, it again shows same screen - IPHONE LOCKED - CONNECT TO ITUNES.

Whats wrong ?
I have followed each step exactly.

And I have the apple box, IMEI, iCloud account login, everything, but still not able to unlock.
Can someone help ?

Did you already put the phone in DFU mode and restore it?

Did you setup as new or use a backup?

If you put it in DFU mode, and set up as a new phone then it should work.

Also remove it from Find my iPhone.

Yes had set it up as new only.
But once it reboots, it shows same screen - iPHONE LOCKED CONNECT TO ITUNES.
