Yes, "Only while only using app" is on.
Yes, Maps is on a "card".
Yes, my Background Refresh is off.
No, I haven't used the maps app in a few minutes.
Yes, wifi and bluetooth are switched on (but not sure if the problem behavior happens on LTE)

The location arrow shows up all the dang time, and I look in the location services and it's maps with the purple arrow showing it's using my location. The maps app is using my location.

The only way I've found is to swipe up to close the maps app. That's the only way maps doesn't use my location in the background, even with the settings to "only while using app"

I'm on 10.3.3. Any techies like me out there that can help me solve this problem?
