Just installed the iOS public beta profile on to my Apple Watch from the public beta portal. I thought that this would give me the ablity to download watch OS4 but nothing appeared in my software updates. Why is this option available if I can’t actually download a public beta to my Watch?

You can't downgrade or restore your watch if something went wrong and have to send it to Apple to do this.

That's why there is no public beta profile. An iOS beta profile is not enough. You need this one:

The option might be there because it's the same build as the developer beta or it's a bug. I don't know if it has been there before because I always use my developer profile and also don't have an Apple Watch.
 
For some reason apples Profiles for the watch and the phone give the user this option, when the profile itself should specify if it’s a watch or iOS profile and only allow installation to a relevant device.

As you’ve noted, installing this iOS profile on a watch does nothing.
