IOS update while on charge

Plugged in my phone and it was on 22%. Updated it to 9.3.2 so as I was finish updating my phone was on 28%. Is that normal? Or the update caused it to jump to 28%?

You're confused as to why your charge went up while your phone was plugged in? I don't understand what the mystery is.
