Is this happening for anyone else? Restart, turning on/off auto updates, still shows 12.4 is "current" and not offering update.

My iPad Pro 3rd gen does not see the update. I have reset it, and restarted ten times, and it still says "iOS 12.4.1 Your software is up to date." But my iPhone XS took the update right away. I don't understand.
 
No. I guess I didn't realize it was out. But it shouldn't matter. You don't have to update sequentially.

And it never offered 12.4.1 as an option either.
Mine had 12.4.1 downloaded and I deleted it first then 13 popped up.
 
Ok so now there is a different issue. Using iTunes, it asks if I want to update to iOS 13. If I select yes, it begins a local backup.

After a few minutes, the backup fails, saying there isn't enough space. Problem is, there is ~120 GB free on my mac, and my phone is only using about 60 GB. The phone also has a cloud backup from today.

I can't update via iTunes without a local backup apparently, and there's some kind of glitch there also.

Your phone is 60 GB out of 64 GB or ?
