Backgrounder also can do this... I use it with Multiflow for app switching/ closing.
 
Your comment got me interested, so I checked out Backgrounder. It turns out it doesn't perform the same actions as this tweak.

The multitask toggler kills multitasking on iOS4, which includes both background and fast-app switching for everything (including voip/audio/gps/task apps). Without going through activator, the double-click method for fast app switching will be disabled, and all apps will function just as they did pre-iOS4 (ie - no save states, no extra resources consumed, etc.). It does this without any user-intervention.

This also adds multitasking to non-supported iOS4 devices (iPod Touch 2G, iPhone 3G), and it's easily enabled/disabled through winterboard (which I know some people don't like using, I haven't had a problem).

Regarding multifl0w, as soon as that app gets fixed up a bit I'm on board. Looks great.
 
I'd also like to mention that I found a little bug in my tweak for iPod Touch 3rd Gens and an updated, fixed version has been submitted to ModMyI.
 
I actually like the way Apple has implemented multiple-tasking. I did however enhance that with SwitcherPlus, Remove Background and Remove Recents.
