iOS4 on 3G, iPhone re-starts by Settings, General, Network

The title says it all really. Tap, Settings, General, Network and iPhone re-starst and see the white apple sign and wait for about 10 minutes.

I am suspecting an app which is not iOS4 created. Any feedback from others on this?
