My opinion is that it would be OTA, just like Lion has been through the Mac App Store.

I'd almost put money on traditional beta releases. The last thing we need is relying on an OTA update to an already buggy and unstable install.

yeah but they will need to test the new OTA updates so it is a possibility

I was wondering that too. I am sure there would be the option of downloading the traditional way from the dev centre and the OTA option.
