Will users of iOS beta be able to ota to the GM when it is available or will it need to be a complete install to move to the GM?

I'd imagine it has to be an iTunes update since you're basically updating the entire OS, right? Kind of like iOS 4 to iOS 5. That way, any bugs left from the betas are wiped out of the iPhone.

Not a developer here though, so not 100% sure.

It won't be OTA, the facility to do OTA updates isn't present in iOS 4.X

They could spin it as "Give your sync cable one last hurrah, because you won't need it where we're going!" with the whole iCloud, iTunes in the Cloud, WiFi sync & OTA updates in iOS 5

Don't you need the sync cable to charge the phone to do wifi syncing though?

That has nothing to do with the question. While you are correct, OTA updates aren't possible within iOS4.x, you have to be a developer to install the GM's and thusly would likely already have one of the iOS5 betas installed, giving you that capability(assuming beta 4 or newer). Will it be available OTA? Who knows, Apple may require a clean install but, that has nothing to do with not having the capabilities.

OP asked about going from iOS 5 beta up to GM, not from 4.x to GM.

Anyway, I'm so happy I have a busy day ahead so that I don't sit here refreshing MR every 5 seconds!
