- Is there an error message?
- Have you tried restarting your phone?
- Did you choose the correct country?
No I'm Signed In Every things Correct It Just If i Go To Download Or Update An App It Will Just a little Circle For a Split Sec And Still Say Update Or Download So When i Go Back To The Home Screen Nothing Shows Up At All?
Happening to me too. I double clicked the cloud icon several times until it downloaded. Annoying bug.
it works now i reinstalled beta 3 and put it as a new device that seems to be the key.
Same thing is happening to me....
I'm on an iPad, all my settings are correct and I'm logged in to my itunes account correctly, I can see the apps I have installed and the ones I've deleted (in the Purchased area), plus the ones that need to be updated.
I think I might file a bug report with apple to let them know it's happening. You might want to as well...

I figured out that if you shut off Automatic Updating, the last option in Automatic Downloads section in the Settings->iTunes & APP Stores then restart your phone or ipad you should be able to update or install your apps.
