ios7 connect to iTunes, Please help.

Let me begin by saying i'm not a developer and let curiosity get the best of me with the upgrade to ios7.
I tried to downgrade back to 6.1.3 (iphone4s) through dfu mode and my phone is stuck on the connect to itunes screen in ios7 (ios7 itunes app logo) and when i try to downgrade in itunes in dfu with option + restore it tells me my device is ineligible for the requested build and when i just hit restore it downloads then tells me the software for iphone was corrupted during download.

Is my phone bricked or do i need to purchase a developer account.

6.1.3, is that the latest that the 4S has?
Also make sure you have the right file (CMDA or GSM)
when you hit restore, does itunes actually download it? or does it just give you that error?

yes , that's current version of ios6 for the 4s

when i hit just restore i tunes downloads it and then gives me the error
Re-download iOS from idownloadblog.com and try again. I'm not a developer either and I've switched back and forth between iOS 6 and iOS 7 twice to compare without a problem. When your downgrading just click shift and restore and select the ispw you downloaded. Should be good to go#

When i try to do that through dfu mode , it tells me my device is ineligible for that build

Good Day guyz,my ipad3 on OS 5.1.1 reboots constantly so I tried to restore to OS 6.1.3 and got error 3004,I reconnected and itunes prompt for updates to ios 7.0.0 which I then downloaded ,upon updating it loads to 75% and displays error 1,now it is stuck on recovery mode on connect to itunes screen.pls help.thank u in advance
