iOS7 downloaded. But can't install?

On my iPad mini I have (finally) downloaded iOS7 but can't install it? Just says 'Software update unavailable'

Anyone else??

Happened to me for an hour or so. Just keep trying and you'll eventually get through. Patience!

Just keep hitting try again, and keep getting 'It may take a few minutes to activate your i(device)'

I am still working on getting it on the mini. Been working on it since 1:00 pm EDT...... I got it downloaded, but can't get past "verifying update".

Mine did the same, and then I connected it to an iPhone personal hotspot and it worked first time

Same here on my Mini, it did go through after about two hours of trying every 10 minutes or so.

I had the same problem on IP5 at home and gave up, got to the office and finished update right away. My first thought would be to rebut my router if I was still at home.
