I suppose that before purchasing from a us account , u need to give a us credit card as payment method

Having the IPAs won't help him anyway, as he will require the Apple ID and password of whoever purchased them to install them on his device.

And no offense, OP, but someone would have to be completely insane to give their Apple ID and password to a stranger posting on MR. :)

Helps if you have a JB device.
You can sync those IPA's without a matching apple id and password;)
