That hasn't been proven yet, some are saying it is the same as 2018 models with only top tier model having 6. We should know by now though with people getting them.

Well, it may take a while longer to find out. “Ordinary users” can’t tell from the device how much RAM there is. One needs to await the reports from those guys who take the iPads apart and forensically examine the components.
