This was recently factory reset and given to me. I can't download any compatible apps or music. It freezes on a large rectangle with a timer circle going in the middle forever until I restart the machine.
 
It says it's updated to the latest release. Presumably that's as far as it goes. I just did another factory reset to see if anything changed and still it freezes.

Can you reply with a screenshot? I cannot recall a "large rectangle with a timer circle".
Which 'compatible app' are you attempting to download?
The music end points may have changed, I'll check on Monday when I get to work. Do not have an iPad2 at home to test with ( just about to get rid of my testing iPad2 ).
 
OP posted iPad 2 is on IOS 9.3.5. Thread is a bit confusing.
There was a 9.3.6 update released in 2019 for the iPad 2 (and other A5 devices) which fixes a GPS date bug. Not sure if it was released for wifi-only models.

On my iPad 4 (cellular), I had to manually update to 10.3.4 using iTunes. That one couldn't see the new OTA update.

I have 2 iPad 2 WiFi + cellular on 9.3.5. One updated without issue the other didnt. Took me a while to figure out for whatever reason I had to sign out of iCloud and turn off location services. Don’t know if WiFi only was included in this update.

Did you reboot?
 
Yes. Now that box is gone and the App Store is as normal. I've done it before, it always goes back to normal after the reset.

No, the OP isn't on the latest update.
I'm on the latest it'll give me. That's the 9.3.5

I tried downloading a sample of a book and it worked. Now I'm trying to download the whole book and it looks like it's frozen while downloading to me.

Verify iTunes Region is correct with proper address. I do not remember how to navigate to it in 9.3.5, somewhere in the iTunes settings.
