I have an iPad 2018, which works fine until it goes to sleep.
When i wake it up, i just get blank , black screen. I can see the display turns on but nothing happens.

I know that the device is functional because if i call it on facetime, it starts ringing etc...

Is it a display or software issue.
 
It sounds like maybe you haven't tried any troubleshooting steps yet. Start with Reset All Settings and see if that resolves it. If not, you may want to Erase & Restore either from a backup or set up as new to see if that resolves the issue.

If there are any software updates available for it, install them and see if that fixes anything.
 
This issue has been solved with a complete reset. But it seems there is more to it.

The device has a faint white border when there is a complete black screen. its almost exactly like the below. this is an internet image of a mbp.

OP had said that waiting 24 hr with device off fixes it. I think i might need to contact apple especially since device is less than 1yr old

Yes, definitely contact Apple Support about the white line. And post back here when you find out more. It may help others to know what happened.
