I am prepping mine to eBay it have already simply plugged it into iTunes and selected Restore. I then go Settings > Reset All Settings or Erase All Content And Settings?

Ok just erased all contents and settings. I was thinking of selling it in the "Welcome" stage before you enter your settings, Apple ID etc but have heard that it'd take 90 days before someone is allowed to register my device under their Apple ID is that true? I will probably just do as you said and set up as New iPad and then ship off.
 
Bumping for all the noobs crying about slow iOS performance on their first and second gen devices. Yeah, that's going to happen when you've done a dozen OTA upgrades, including several OS iterations, and you've got all kinds of junk on your device.

Be smart and do a totally clean install. Then reload your stuff from scratch, don't do a lazy restore. It will make a big difference.

Thanks for this thread. Some of the most clear-cut advice regarding the system restore and what follows. I would like to follow the instructions, clean, like restore NOT to a back up but to factory, but I have many audio and graphic apps that store files and settings in nooks that Apple doesnt exactly make easy to get to.

I accessed what files I could through the iTunes section that showed the apps that shared files through iTunse and copied them to the desktop. Im using a PC. But there are other setting and files in these programs.

If I Wipe the iPad to Factory then install iOS7, how can I reinstall these apps with their current setting, associated files, and projects that arent made available through iTunes?

Is there a way to back up an app, project, associated files and all settings, without doing an entire system back up?

Example: Novation Launchpad. A screen full of buttons with audio files imported from Drobbox. The audio files are assigned to different pads and assigned varying parameters for how to behave when pressed. Sure, the audio files are saved in Dropbox, but the attributes of how theyre played once imported into Launchpad is unique to the app. If I do a System Clean, install iOS7, then reinstall Launchapd, Ill have to go through the arduous task of reimporting the audio files and reassigning behaviours to them.

I updated my iPad 3 to iOS 7 from iOS 6 and I don't have any issues other than iOS 7 issues I also experience on my rMini.
