iPad 4, it's a stable build. I can't imagine, what iPad 5 will bring to the table besides a new form. I don't see it being much faster, as apple is on a 2 year cycle to double performance.

No way. I really can't wrap my head around why any iPad 3 owners would "need" to upgrade to an iPad 4 - unless they just have extra money to burn.
