iPad 3 shows "Not Charged" even when plugged into wall

When I use the wall plug to charge my iPad 3 (Verizon LTE), it shows "Not Charged"

The weird thing is when I use my iPhone 4S charger, it shows the charging indicator. The iPhone 4S charger does indeed charge the iPad 3, but very slowly.

Is this normal?

Resolved

((SOLVED)) I used the USB charger that came with the iPad 3, but I used a cheap USB cable I bought from eBay (because it had longer length). I swapped out the cheap USB cable for the cable that came with the iPad 3 and its now working.
