So far the overall consensus is IOS 9 runs better on an iPad 3 than IOS 8? I am running IOS 7 and I have major stability problems right now. Safari crashes a lot and half of the website I visit do not support my version of Safari. I thought I have a hardware issue, but I think I will upgrade to IOS 9 even it resolves my stability problems.
 
iOS9 works great on my iPad 3. 8.3 caused Safari and Facebook to slow down but 8.4 fixed it.

The only issue I've had with 9 is with screen rotation. I use portrait mode unless an app is landscape only. When closing a landscape app, my wallpaper would be landscape but the app icons would be portrait. Rotating the iPad did nothing, it was stuck until I opened then closed a portrait app. 9.0.1 seems to have fixed it.
 
I upgraded my iPad 3 and then it slowed right down, couldn't think why it was mainly slow killing apps. I realised it was the dynamic wallpaper. I've removed that not and it works really well.

I've got no problems now and works fine.

updated last week and it was such a mistake.

my ipad runs slower than EVER.

and it randomly restarts all the time.

this is horrible.
