In the U.S. 3G for the iPad will be supplied by AT&T and you will not be locked into any contract. You will be able to purchase the service on a month by month basis and will be able to do this on the iPad. Therefore you need only use it when you want or need it.

I have just written a blog with a cheap solution for you, I cannot think of a cheaper way of getting 3G internet on the move that will let you surf from an iPad (or any WiFi enabled device) than this.

    http://www.freeipadblog.co.uk/blog/2010/03/24/how-to-get-cheap-mobile-wifi-mifi-for-your-ipad/

For those of you that dont want to read my blog, basically I'm suggesting that you get a scruffy/cheap (or scruffy and cheap) cellphone with WiFi that will run an app like Joikuspot - then use it is as a WiFi hotspot to get online on the move.
You can then pick whatever data tariff suits you best.

I know this is basically MiFi - but I think it's a cheaper, more flexible way of doing it.

You have to pay for 3G internet access in Europe too, and South America (where avilable)

so where is it free exactly?

The original question is not as silly as it appears to some.

O2, a UK operator gives free and unlimited mobile internet with its pre-paid iPhone package. Somebody in Slough must have thought about the iPad long and hard.

Since you're paying for it, it doesn't sound free to me... :)
