Thanks all for chiming in. I am getting used to iOS8 on my new iPhone5S and may update my iPad soon.
Have you ran iOS 9 on the iPad 4? I felt like my iPad on 7.1.2 ran not quite as good as my i5 on 7.1.2. It just seems like the iPad doesn't get as refined of an iOS version as the iPhones do. Maybe it will be better in iOS 9? For now I'll stay away from iOS 8 I suppose. There are a few apps and games I would like to play/use but I'll just have to wait because safari performance is the most important to me and if it's not as fast as 7.1.2 then I just don't think I can pull the trigger!iOS 8 on iPad 4 is like garbage, iOS 9 is the best, if you are on iOS 6 or 7 stay right where you are and be happy. I used to suffer with iOS 8.
I'm running iOS 9 public beta 2 on my iPad 4, and it's running 10 times better now than it did on iOS 8 and it's still just a beta. Can't wait for the final release.I finally just took the plunge. It's definitely not as fast or smooth as 7.1.2 but it's ok. There are definite frame drops very often just opening and closing apps and folders that simply aren't there on 7.1.2. And for some reason a lot of menus in the settings app show stuttery FPS just scrolling through options. And Safari. Well it's not quite as fast either but it's liveable. And just hitting the search bar causes lag. Weird. And scrolling through the bookmarks and history is all stuttery. I guess they just don't have time or the care to put the polish in the software for the older devices. I'm really curious to see how iOS 9 is on my iPad 4. It surely can't get any worse could it?! Anyways for now I can use my apps/games I wanted to use which work the same as before. It's just the UI is kind of wonky.

I am on an iPad (4th gen, 128GB, Verizon LTE) and happily rocking iOS6.1.3
I like the way it looks and feels better than the later versions, but app incompatibility is becoming more of an issue every day.
I hesitate to update to 8, as previous experience with my Macs and iDevices has taught me that an OS update usually comes with a performance hit.
So I'd like to hear from other iPad4 owners how iOS8 is running on their device.
