I own a wonderful iPad 4. I skipped the IOS 8 and stay with 7. I wanted to know some impression about IOS 9 and 9.1 with this device before upgrade.

I have an iPad mini (1st gen) and 9.1 has been very smooth for me. Much smoother than the previous iOS 9 betas. I'm happy that my years old iPad has not been left out. In fact, I'm quite amazed that an A5 chip runs the OS this smooth. Sure, memory is constrained and app start up times are sometimes long, but I can't complain. It's not worse than iOS 8 -- I even think UI animation has improved.
 
iOS 9 is rather choppy on my iPad 4 and no split screen really sucks. I haven't noticed a huge drop in battery but I believe it. The only immediate change is a font change and some minor additions to the built in apps. I may go back to 8.

LOTS of people complaining of Lag and Crashes

I myself am getting a fair bit of lag on my iPad mini 2 and iPhone 6 :(

Pretty sure Apple will be releasing an update due to all the complaints I've been reading about
