Yeah, 4th gen iPad here and I just upgraded to 9.0.2 and it's awful. Input lag, stutter while scrolling through Twitter and websites. There's just nothing good to say about ios9 except stay away for now!
 
iOS 9.0.2 runs so well on my iPad 4, I've put off upgrading my iPad another year. Sure, it's stuttery when you're using the app switcher, but not to the point of being unusable. Normal usage is lightning quick, it's far better than 8 was at launch.

Still use that iPad every day for about 3 hours or so.
 
I'm running 9.1 beta, wait until 9.1 as it runs really the best it ever has. Set it up as new. The 4's Rock! Will replace with a pro but will give to family member.
 
Thanks all! At first I kept iOS 6 when 7 came out because I really liked the 7 look on the iPad with the larger bezels and it ran really well, even though my iPhone 5s had 7 on it. I have an iPhone 6 running 9.0.2 now, and theres some stuttering and lagging especially when responding to texts with the swipe down to reply feature and switching apps. I ended up keeping 6 on the iPad because I don't want to update and hate the way it runs or brick it, but on the other side I want functionality and the few new features that work on the iPad 4. And I messed around with the Air 2 at the Apple store, and the way it runs Safari and big websites compared to what I have now is amazing
 
So with an upgrade to the Air 2 likely to happen, I thought it would be best to give iOS 9 a fair shot before spending the money on a new one and then run it on that for a week or so. So to help other people in their decision here are my thoughts after about 5 days.
1. The update gives you a new iPad feel when using it and looking at it, but there are still issues with it. Additional features going from iOS 6 are pretty nice and the look isn't bad either.
2. The biggest lag is in the keyboard and in typing or selecting the place to type. This is what bothers me the most, as Office/iWork would be useless with a keyboard that lags.
3. Safari hasn't crashed yet, even on sites with a bunch of pictures and sites that used to make it crash before, mostly jalopnik, yahoo, and motor trend. Safari crashing was the one thing that bothered me the most under 6.
4. Battery life is terrible. It used to seem to trickle down, now it seems more like the iPhone 5s where it just drains at a quicker rate than before.
5. The new music app is terrible, but this is an all around deal. I have a bunch of music purchased, but they make it more hidden to access and the emphasis is on their subscription service. Now I get that they need to promote their own thing, but it shouldn't overtake the whole music app.

For those interested, I upgraded through my MacBook but did not set up as a new iPad. If things get crappier or if something necessitates a restore, I will try as new just because. I still plan on upgrading to the Air 2, mostly for it being light, the speed of it, battery life, and 64 GB compared to 32. Hopefully this helps someone else in my position or something similar, and feel free to ask any questions about it.

Upgraded to air 2.. far better. The thing that bothered me about the 4 was how heavy it was but I think it's still capable. I wiped and restored it and the performance was better but it's still slow. However, I find now is a great time to both buy an air 2 and sell the 4. The price difference was a no brainer.
