Bought an iPad through AT&T at Best Buy because of the deal they had. Clicked to add to my existing account, and keep my same plan. The item was ready for pickup an hour later, and I got it from the store. I popped in the sim and it said no service, went onto the website and it said the line was not in the system. Checked AT&T account, and it showed my plan at Max Capacity, so I would need to add a standalone iPad plan. However, it showed no new line, or even charges.

So at this point, I have an iPad I only paid sales tax for, with no connection to AT&T. Idk what to do, should I go in store and have it added? Do I HAVE to get it activated? I'm not trying to work around the system, I'm worried and confused as to whats going on.

Just click settings, cellular, and add a new data plan to your iPad. You do not need to use a external SIM card, it has one built in. You can add whoever you like!

You’ll probably get a bill from att in the future for the iPad.

Use an electronic SIM.

if the issue is with your ATT then you should be contacting ATT. sounds like perhaps they require registering your IMEI to the existing line, which wasn't done when you bought the device (perhaps because the system has no way of knowing exactly which IMEI you'll receive).
 
I agree with that; you need to go to AT&T and they need to know the IMEI; I just recently bought an iPad mini with cellular and at the AT&T store they needed to check the device's IMEI while getting me set up with a SIM card and adding the device to my overall wireless account.
