I bought a used ipad air 1st gen 7.1.2.
I don't want to upgrade to latest IOS version as I keep reading it makes the device slow.
  1. Is it possible to jailbreak ipad air 1st gen 7.1.2?
  2. Is it possible to upgrade to a specific non latest IOS version?
  3. Is it possible to install older version of apps for 7.1.2 like youtube, netflix, chrome? does it require jailbreak?

1) Yes, iOS 7.1.2 is jailbreakable.

2) Nope, you can only update to the latest version, 12.4.4 for the 1st gen Air.

3) Yes, if the app in the App Store still supports iOS 7. I don't think that YouTube or Netflix support iOS 7 anymore, but try to install it. Maybe it'll offer you a last compatible version instead.

I am jailbreaking the ipad using 3u tools .. it is ongoing

Maybe you can find an ipa file for an older version of YouTube that was compatible with iOS 7
