i have the original iPad Air that was updated to 10.3.3 on accident (4 year old son pushed it and I was too late to cancel) back in 2016/17. I did not do a clean update and Safari is running slow no matter what.
I read a lot of mixed reviews of iOS 11, but iOS 11.3 looks promising. Should I update with a clean sweep of my iPad in hopes safari runs smoother or just stick with 10.3.3?

If 10.3.3 was still available I would do a clean restore of it, but it isn't.

If you don't need to keep local data, you can do "Erase All Content and Settings" directly on the Air and see if that helps. iOS 11 is bound to be slower on the iPad Air than iOS 10.

If I go with this option, will I still be on iOS 10.3.3? Is it like a clean swipe of iPad?
I also assume that I will need to redo load everything and all my login accounts will need to be entered again?

Yes, it will keep iOS 10.3.3. As the option says, it just erases all data and settings. Yep, best to set it up as new and just redo everything. It's also a good time to take stock and do some iPad/apps housekeeping.
