In the past few days, both devices have had moments of extreme slowness, where they freeze, then after several seconds proceed normally. It's at random times, the only thing in common is that both devices are doing it.

Both devices have ample free space (57 gigs out of 128 and 10 out of 64) and are, obviously not that old. They're running the latest versions of iOS 7.

I find it odd that both devices are doing this. Is anyone else experiencing this? Any ideas on where happening?

It is off on both. iPad is wifi only, I will test the iPhone tomorrow by leaving it on LTE.

Another option could be stuff synching to iCloud like documents or photos or safari tabs or reading lists. Go through settings and see if there are settings that enable iCloud sync.

Could be barking up the wrong tree but I would check these first.

I have had one major slowdown on my Retina Mini. It only lasted like 6-7 seconds though and everything else has been perfectly normal. I pretty much was using Safari, and I got a text through iMessage, I switched to it and started typing, no keys were regestering but I continued typing anyway. Several seconds later it went insane, spamming all the keys at once, similar to the alleged bad keyboard lag seen with the iPad 3. Just one isolated problem though, hasn't happened since.
