Does an iPad Air need to be plugged in and recharging when upgrading to iOS 8?

No but it's a good idea. I don't remeber if they make it mandatory though? I believe you'll get a message that says to plug it in but I don't think you have to.
 
It does not have to be plugged in for an OTA update, but the battery percentage has to be over a certain amount. (cant remember what it is though). 94% is definitely over it though, so I dont see a problem with that.
