I would open it and make sure:

1. There is an iPad in the box
2. It is the Air
3. It is 32gb
4. The serial number matches
5. It works
6. You can get all the way through the setup process.

I would highly recommend number 1 above.

7. If the iPad is already setup, make sure "Find My iPad" is turned off or have the seller erase the iPad.
 
There is no database that Apple nor anyone else, besides the police departments keeps track of stolen idevices. However, you may have to call different regions to check.

I guess you run the risk of it being stolen regardless of how careful you are, which is why I said I lucked out.

However the pros outweighed 1 con for me, so I took a chance and won. Won't be doing that again though :)

not everyone on craigslist are dishonest. there are also so many honest people just trying to sell their stuff. you didn't luck out - that's how it works. they are just 2 girls with good intention of selling an iPad and there you are just wanting to buy an iPad for a deal.
 
Is it stolen/activation locked? I personally would not purchase anything of such high value off craigslist. UNLESS you test thoroughly before handing them the cold hard cash. Even at that point. The device could be water damaged and be a ticking time bomb waiting to stop working.
