Bemalte Blumen duften nicht.
I owned iStudiez Pro for iPhone and downloaded the iPad version expecting to pay but it downloaded free (said I already owned it). Is it the same for all apps such as Let's Golf and Scrabble?

No. The decision to charge or upgrade free is up to the individual developer.

In the iTunes store there will be a "plus" sign shown with the app if it can be ran on both types of devices.

And I'm assuming there is now way to find out other than "purchasing it"..

Look in itunes to see if there's multiple applications, there is only one istudiez pro application. It will work on either device. If it has a plus icon then its universal.

We had to make such a decision recently and the balanced tipped over making a separate iPad app so that the game would not weight over 20 Mb. (To make sure 3G users can download the app over the air).
