I just bought and iPad (never used one before). I have an iPhone with lots of apps and games.

Can I just sync these apps (like angry bird etc) to my iPad from my iTunes library or do I have to rebuy them in iPad form?

Under the 'apps' section in iTunes, it's got 'for iPhone and iPod' not 'iPad'?
 
In actuality, you buy your application through your iTunes account. Not through the device. So as long as you bought an application it is good for all your apple devices for that same account.

Yes... but they may not the iPad version. Some apps may just be for iPhone/iPod and will run very small on the iPad.
