iPad + Apple Pencil tracing question

Hello, this is the work process we need to do:

1. Take a screenshot from google maps aerial imagery.
2. Bring that into a Adobe Photoshop type of app and trace on-top of the image. (parts of the property)
3. Export it with all the drawings saved as separate layers on top of the original image.

Doing that just 1 image at a time, thousands of times.

Can that be done with the new regular iPad that works with the pencil? Or to run photoshop do I need to get an iPad Pro?

Also, what apps could accomplish the same "layers on top of image" rather than Adobe Photoshop? (cheaper option)

We are doing this now with a new Microsoft Surface Pro (plus pen and dial for color switching) and are looking for a cheaper/simpler option.

Procreate is a great app for drawing and tracing on the iPad.

However, I think you might better with an iPad Pro due to the extra memory. This comparison between the 2018 iPad and 2017 iPad Pro is geared toward artists. The reviewer accidentally said the 2016 iPad Pro had 2 gigs of RAM, but it's 4 gigs.

I am sure someone more experience can chime in, but I would go with the Pro especially if you can find one on sale.
