What resolution would I get when mirroring the iPad if I connected the latest (retina) iPad + latest AppleTV using AirPlay + 1920x1080 HDMI monitor?

It should be at 720p for normal mirroring, but some apps will give a 1080p output.

Is this also the way Apple TV itself works (without connecting an iPad via AirPlay)? I mean, does the Apple TV GUI itself output one resolution, and the various content that Apple TV outputs (TV programs, movies, etc.) at a different resolution?

To my knowledge, no, but I don't have an Apple TV. I assume apps on the Apple TV conform to whatever resolution it outputs.
