A lot of ifs here but:

If the iPad hardware is capable of acting like the iPhone ( has a mic, speaker, iPhone OS, SIM card ) (almost a certainty)

If the iPad is jailbroken (doable)

If a developer creates a phone app, that acts similar to iPhone Phone. (?)

would you be able to take your device to an AT&T store and activate it with a minutes plan?

They would not consider that a supported device.

I wonder if my toaster oven could somehow be hacked, I want it to boil water...

AT&T seems to be a bit strict. There are a dozen 3rd party carriers that would jump at the chance.

You can get your toaster to do that easy, not sure why you would want to do that though.

If I could get my iPad to make calls, I would just use speaker phone or headsets and get rid of my iPhone that's costing me and additional $100 bucks a month.

I think you've hit on the reason AT&T won't allow you to do this. ;)
