I agree. For several months I couldn't get mine to charge higher than 98%
I backed up my iPad and wiped it (for different reasons) and now it shows 100% after charging. The whole while, I was getting excellent service from the battery giving me 12 hours of actual use between charges. That indicator is simply that and is not intended to be an exactly measured amount.

It happened to my iPad I thought it was something wrong with battery itself and sometimes battery charge stopped at 98% for several hours I started to worry I plugged off and not to use iPad for a while then battery is at full 100% so far battery is good.

Also I sometimes noticed that my battery drains incredibly fast, for example my battery drained from 99% to 94% in 20 minutes, and sometimes my battery only drained from 98% to 94 % in a hour. I think I got a defect
