Ipad camera kit to tether your iphone

Is it possible to use the usb part of a camera kit to acitivate to activate tether on your ipad. My co worker has a droid and stated he activated a literal tether to his ipad with the droid phone via the usb camera kit using the usb cable.

I suppose anything is possible but I havent seen this anywhere.
