If you have a wifi network you could use a foscam camera. I use it in the baby's room.

I have a wifi camera from Stem (iZon) that can be viewed via their iOS app. While it works pretty well for monitoring the house, it probably wouldn't do so well in a car - it requires an internet connection (not just a local wifi network) and there's a good 15-20 second delay from the camera to what is seen on the iPad's screen. So not very useful for a backup camera on a car.
 
I don't think it can be done as the iPad has no input ports so to speak.
Many people have tried to figure out a way to add a external cam with the first iPad and it never worked to my knowledge even with a jailbreak.

Might not be impossible. My boss found a way to hook the scanner we use for our barcode tags to an iPad via the camera connection kit. No jailbreaks needed
 
Any new info for this thread? I'm installing an iPad mini in the dash of my Jeep Wrangler. I have a 37" spare tire behind my rear window so the inside mirror is useless. My license plate is mounted in the center of my spare tire so I'm thinking I could put a backup camera there. I want to re-create a similar experience to the awesome backup camera and display in the Tesla Model S. I'll create everything from scratch if I really have to, but if something already exists, I'll give it a try.
