IMEI block is a possibility. If you are worried, ask your carrier for more info before making a purchase. But, the worst case scenario for you is the iPad turns into a Wi-Fi only model, and your normal iPad usage will not be affected much.

Yes. Unfortunately that defeats the purpose of a cellular iPad but if that’s the only choice for now, using hotspot data would be fine.
