OK, so what are those features? Would iPad running Windows 7 be a proper computer? Why? Why not? Is PS3 running Linux a proper computer? Why? Why not? What does the iPad need in order to be considered a computer? An USB-port? Why? Mac OS X? Why?

Well, that was the purpose of the smiley - There will NEVER be agreement on what exactly separates a laptop, nettop, ultraportable, tablet, media pad, handheld, cell phone et cetera. Whoever does the reporting will choose the definition that suits their agenda, or less conspiratorically, what is appropriate given the subject they are reporting on.

Only because it isn't primarily marketed as a way to do the most common personal computing tasks of the day (updating ones facebook page, web, email, etc.) If would probably fail to sell as well if it was.

I have run Windows 7 on an iPad. Via a remote desktop app to a virtualized instance somewhere, but using the cloud is standard tech these days.

Call it whatever you want. Speculate all you want. Fact of the matter is that ipad does not do basic things that computers are expected to do, and requires help from another computer in order to do them.

Many computers can't do things that you seem to expect them to. Some of the Top-500 Supercomputers can't run a web browser. Some IBM mainframes require a service processor to boot them up. That doesn't make these non-computers.
