This started happening after upgrading to iOS 13. The only solution I have found is to turn off calls from iPhone on the iPad. This problem occurs only when iPad is connected to the charger.
Several friends of mine are experiencing the same problem.

Anyone else having this problem?

Any solution?

Yes, and also unknown calls checked on iPhone don’t ring on iPhone, but come through and ring on iPad

Is there some kind of public database of known Apple issues?

Coming from a software development background, I always loved it when whatever tool I was using had a public issue repository that I could just pull up in a web browser and when you found your issue you could subscribe to that individual database entry and receive an email if the status of the issue changed. Or maybe you’d search for an issue and somebody would have notes on that issue that you could really use to work around the issue or they’d note an alternate solution or something.

Back when Sun Microsystems was manajaging the Java platform, they had an excellent site like that. No idea if Oracle kept it going when they took over.

This has happened for years on iPad and Mac. Sometimes they stop ringing after one ring other times it takes a few rings before it stops. Just depends how quickly it is told the call was answered. I turn on do not disturb and volume off on the Mac when I am working with all of my devices to avoid this. don’t see it being fixed anytime soon.

well, it does work...just :p

it actually works as well as VoIP extensions. If you have a number of VoIP extensions in a hunt group when you pick up the call on one device the others continue ringing for a bit until they are told the call has been answered. Now, depending on the device, this can be as little as a single ring but can often be a couple of rings later. This is down to communication from the exchange and response time from the devices. In the case of your iPhone, it is “the exchange” and the MacBook and iPads etc are the extensions in the hunt group. As the calls are pushed to the devices the call pickup also has to be pushed so they know to stop ringing, this is why it can take a few rings to stop.

this has been the case since apple introduced the feature. I have never had calls ringing out of sequence though, e.g. call starts to ring on iPad long after the call has been answered on iPhone. That would indicate a huge push notification delay.

The iPad can keep ringing for hours if you are out of the house!

Now, that would be a bug. I have never had though and I have many calls on my iPhone that ring my iPad, Macbook and Apple Watch at the same time.
