iOS iPad local video to Safari

I've done a few searches via the web and it's painfully difficult to find anything regarding this topic. Mobile iOS 3.2 does not currently cache video on the web. My company would like to present video to individuals at a mall. The video will always be the same, but we'll only be on the 3G network and it's a 5 MB video.

That said, is it possible to play locally saved video in Mobile Safari iOS 3.2?
