I have to use one while I source a Pro (decide which one I want to go with). It’s running the latest 12.4.6 iOS .

It’s painfully slow, barely usable. Is there anything I can do to speed it up? Downgrade iOS perhaps?

Can't downgrade the iOS version, unfortunately. I think it's either 12.4.6. or 12.4.4.

and even if you could downgrade to what? mine is on IOS 10 and IOS 12 is even slightly faster... you should go at least to IOS 8 to get any improvement in speed... but then a lot of apps would not work...
