iPad mini iPad mini 6 won't update to IOS16.....WHY?

I don't seem to be able to update my iPad mini 6......I have updated to IOS 15.7 but it says it is up to date now? I have restarted it but still no go!

iPadOS 16 won't be released until next month.

iPadOS 16 hasn’t been released yet (only iOS 16, for iPhones). Do you mean the beta?
