Exactly. For example numerous people have tested and verified the iPad mini 6 can charge up to around 25W. Not that much higher, but it's still higher than 20W.
So this article by MacRumors is just plain wrong?

This appears to be the ultimate device. Not only this one, but every genuine Power Bank from GoalZero is of good for measuring. I conducted testing with the Apple 29W Adapter (without the 9V connector for the Magic Keyboard) and the Apple 87W Adapter (without the 15V connector for the iPad Pro).

Maximum charge rate (watts) is not important. What matters is how long it takes to charge from 0 to 100.

There are ways to fudge the numbers by allowing that high charge rate for a small percentage but normally charge at a lower rate
